Romanian citizens who cannot prove that they actually live at the address indicated on their identity card may remain without an ID if the police find that they do not live at that address. This is stated in a draft law of the Romanian Interior Ministry. It is forbidden to register more than ten people at the same address if they are not related by kinship ties, the Bucharest newspaper Național reported, citing IPN. The document also refers to Romanian citizens from the Republic of Moldova.

The aim of the normative document is to eliminate situations in which a large number of people register their residence at a fictitious address. Since apartments are rented without a contract and the owner refuses to allow the registration of residence in the building rented in Romania, hundreds of thousands or even millions of citizens may have their identity cards canceled by the Interior Ministry, the source cited said.
